Covered individuals include U.S. nationals, lawful permanent residents, non-U.S. nationals (aliens\u00a0under federal law) in possession of a visa, returning asylees, and refugees.<\/p>\n<p>The Department of Homeland Security must ensure that a covered individual subject\u00a0to\u00a0secondary or deferred inspection has a meaningful opportunity\u00a0to\u00a0consult with\u00a0counsel\u00a0and certain related parties, such as a relative, within an hour of the start of the secondary inspection and as necessary during the inspection process. The\u00a0counsel\u00a0and related party must be allowed\u00a0to\u00a0advocate on behalf of the covered individual, including by providing evidence and information\u00a0to\u00a0the examining immigration officer.<\/p>\n<p>A lawful permanent resident subject\u00a0to\u00a0secondary or deferred inspection may not abandon lawful permanent resident status until the individual has had a meaningful opportunity\u00a0to\u00a0seek advice from\u00a0counsel, unless the individual voluntarily and knowingly waives in writing this opportunity\u00a0to\u00a0seek\u00a0counsel&#8217;s advice.<\/p>\n<\/div><\/div><\/section>\n<section class='av_tab_section av_tab_section av-lglh2eaa-26e3fc252a390db748a8631638ce5ca0'  itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div id='tab-id-5-tab' class='tab' role='tab' aria-selected=\"false\" tabindex=\"0\" data-fake-id='#tab-id-5' aria-controls='tab-id-5-content'  itemprop=\"headline\" >Promoting a Resolution to the Tibet-China Conflict Act<\/div><div id='tab-id-5-content' class='tab_content' role='tabpanel' aria-labelledby='tab-id-5-tab' aria-hidden=\"true\"><div class='tab_inner_content invers-color'  itemprop=\"text\" ><p>Support HR 533 or S 138- Promoting a Resolution to the Tibet-China Conflict Act<\/p>\n<p><a href=\"https:\/\/peacealliance.salsalabs.org\/tibet_china_conflictresolution\" class=\"external\" rel=\"nofollow\"><span style=\"text-decoration: underline;\"><strong>Take Action Now<\/strong><\/span><\/a><\/p>\n<p>Department of State reports on human rights and religious freedom have consistently documented repression by the People\u2019s Republic of China authorities against Tibetans as well as acts of defiance and resistance by Tibetan people against the People\u2019s Republic of China policies.<\/p>\n<p>\u201cTibet has maintained throughout its history a distinctive and sovereign national, cultural, and religious identity separate from that of China and, except during periods of illegal Chinese occupation, has maintained a separate and sovereign political and territorial identity\u201d. Connecticut, Eisenstadt v. Baird, Roe v. Wade, Carey v. Population Services International, Planned Parenthood of Southeastern Pennsylvania v. Casey, and Whole Woman\u2019s Health v.
